The call was a business, the WhatsApp messages were from scammers.

The traffic dept does NOT accept it. You first have to do an eye test, if you fail, then they accept the certificate. Believe me, I have been through this twice and the same for the SO. We both went to different traffic department offices.

I failed my 2015 eye test at the traffic department and then went to an optometrist and barely passed it. They accepted the certificate. No idea if you can bypass it.
