It's a fine or six months. I assume it will normally be a fine and serial offenders will be dealt with harsher. Considering that an asymptomatic person can infect many other people, I'd argue that public facing staff not wearing a mask is a serious offence (since death isn't nice). As the employer you can suspend or fire these staff, problem solved.
