Apparently not an attack, caused by the explosion of a huge amount of ammonium nitrate stored there.

It's clear that some type of fire started this; whether that was untoward is unknown -- with the devastation it's hard to imagine they forensically ever will find out, plus it's more than likely those on scene are dead; nobody close survives a shockwave like that.

From Wikipedia
2020 Beirut explosions: On August 4, a major fire broke out in a Port of Beirut warehouse. It spread to 2,750 tonnes of stored ammonium nitrate, which then detonated, causing extensive damage in the area. Currently, at least 4,000 injuries and 100 deaths have been confirmed. A large orange mushroom cloud was seen following the detonation

You'd think a chemical plant would be safe as there needs to be very strict protocols. At first the story out of Lebanese media was a fireworks factory.

That is how they assassinated Rafic Hariri in Beirut , they could not get at him because he had ex-SAS body guards so they blew a whole block up to kill him .
They say the Iranians did him , same guy that got a missile from the Americans .

In summary; feckless governance was the cause.

Yes

Lebanon's government steps down in wake of Beirut blast

Lebanon's government stepped down on Monday night, less than a week after a massive explosion in Beirut killed more than 160 people and sparked days of violent protests.
Prime Minister Hassan Diab addressed the nation, announcing his resignation and that of his government in the wake of the blast, which he called a "disaster beyond measure."
In an impassioned speech, Diab berated Lebanon's ruling political elite for fostering what he called "an apparatus of corruption bigger than the state."

So the government steps down so that they don't need to deal with the mess? Wimps.

" Now the country will be tasked with finding its third prime minister in less than a year, to contend with the spiraling crises Lebanon faces on a number of fronts. "
Things get tough and they run with their tails tucked between their legs. What cowards. Who is going to get their country through this crisis?

They need elections.

The people who voted these scumbags into power are ultimately to blame; no different to the people who voted the Minneapolis mayor, Seatlle Mayor, Portland Mayor, NY Mayor, etc. who similarly fecklessly facilitate the destruction of their cities. Same applies in SA, those who voted for ANC deserve the corruption, the failing economy, escalatng prices, feckless governance, etc.

As they say voters deserve the governments they elect.

So then while they organise this election - no one is taking charge ?

The administration was never fired so there's that + all countries have a defined pecking order; the next in line will simply step up until there's an election e.g. In the US, it's President, Vice President, Speaker of the House, etc.

Hopefully their stepping down avoids rioting and more damage -- plus those who would riot, elected them; so if fingers must be pointed.
