They have the equivalent issue to US in regards to government giving money for roll-out and most of it going to dividends:

In Austria they convinced the government that FFTC was fine, then moved to rather do mobile instead rather than fiber. Completely stupid, crap net for most unless you are lucky enough to have cable, which I do at that house, am literally the last house on that road and am lucky to have access. DSL wise I just have a 5/0.5Mbps line that's been going downhill for a while now, pay for 20Mbps access (lowest product), much fun.
And in regards to South Africa coverage, kind of disagree with that quite a bit, you have way more population/handsets, and you have a lot of open plains, signal travels far, plus they should have done an agreement to all roam on each other and just properly compete in cities, that's all government messing it up. Also take into account average salary is higher in Austria, that includes technician etc., that's why the high price of A1 that's Vodacom equivalent, and competitors can be low pricing.
