No. Rates are a form of tax on property. Levies are used to maintain the property. Water and electricity (and refuse removal) are a separate bill.

This property is part of a complex - the levies go towards the complex management and maintenance. For example, painting of outside walls and roofs, gardening, security etc

Municipal services (water, sewage, refuse, electricity) isn't included (not in freehold properties anyway, unsure about sectional title).
