Guess they go together. I want to see a permanent manned moonbase on the surface before I die. Don't think I'm going to see that on Mars in my lifetime.

Yah, it's a tricky one. I personally don't see a moon surface base as a viable proposition.
The orbiter if it's going to be used as a consolidation and staging spot for a Mars expedition might make more sense.

However all things space interest me greatly and having humans living anywhere would be very exciting.
