You've made ZERO attempt to control for confounding variables. Here's an example of a confounding variable that could very well be the decisive difference: Consider the average gun; is it highly reflective, or non-reflective? In split-second judgement scenarios, high-contrast visual information is much easier to judge accurately than low-contrast visual information. Now, ask yourself, in a split second moment, is it easier to see a dark gun in the hand of a black guy, or a white guy?

This confounding variable could actually explain a lot of what's going on, and the only thing you could do about it is literally to change the colour of every gun in the world so it was shiny or light, so that cops could more easily spot a black guy holding one in his hands, and frankly once you're changing the colour of every gun in the world just to help the police decide who to shoot so you can maybe change the fate of 100 lives a year in a population of 42 million, you're in hysteria territory.
