It has been something I have been wondering about too. I think the Government took the easy and oversafe approach, if they had kept to what proper experts had told them instead of getting power drunk then the harm caused would have been significantly less.

It is/was a difficult position to be in though and there is no real way of knowing if the results would have been any different if they had done nothing or if they had done more.

I fail to see how the curfew has ever been any use, ever.
Trying to control the movement of people is a futile exercise.
