The computer is not starting. I have no way to tell if it is the processor or motherboard that is faulty.

I'll pass on going to a dump. It is rumored that people are robbed when they go there.

Just say one of them is faulty and you cannot diagnose in the description. It's probably a capacitor on the motherboard, so some dude will take it off you and reuse CPU or fix the mobo, usually it's not that difficult to diagnose if you have some stuff to measure voltage/resistance to see what's wrong if you have a schematic.

If you're PE, if I remember correctly there's a lecturer at NUM that fixes them if interesting, you can also go to the IT department and just ask there.
