That map sounds like BS.

Reason is e.g. Slovenia definitely has a drinking culture, so I'd question how they got that data.
(a) it's the number of people claiming to be teetotal. To quote the good Dr @GreGorGy House - "everybody lies". Our favourite Victorian era detective said it better but the details elude me.

(b) the figure doesn't give any indication as to quantity of alcohol consumed or the like. Some societies have beer consumption baked into the culture or wine available with every main meal. There are still bound to be the 5% vegan gluten free unicorn poop eating crowd who tend to report not consuming alcohol. Add to that religious minorities and so on.
